How the law works in Thailand

Is the offender poor?

If so, charge them.

If not, then equivocate, obfuscate, find technicalities, point the finger and hope that eventually people will forget, and murderers can walk free.

Nothing unusual about how the law works in Thailand. The poor gets promptly charged. And the rich and the well-connected could resort to all avenues that would delay the trial, obfuscate the cases, or reduce the case to much lesser offense if an exoneration is not possible. Isn't that how the law works in all other countries as well?

I believe the owner just got hit with a 'massive' 70,000 baht fine. End of story. Back to normal programming.
